Anica Balcescu, a Romanian widow and survivor of the Ceausescu regime, is the second Crime Doctor.
During the storyline Rise of the Olympians, Balcescu became a member of the Secret Society of Supervillains. She sews Wonder Woman's Lasso of Truth onto Genocide's back, granting considerable skills.
